Frank Blackley, Assistant Chief, Wilmington (NC) Fire Department
Frank Blackley is an Assistant Chief with the Wilmington, NC Fire Dept.  He has more than 30 years experience in the fire service and currently oversees the Support Services division.  He previously served as Fire Marshal and Operations Chief.  In recent years, he has taught nationally for Vision 20/20 and assisted in development of a National Fire Academy class on community risk reduction.  He was heavily involved with the department’s accreditation process and understands the need for accurate data.  He is a graduate of the National Fire Academy’s Executive Fire Officers Program and has a Masters in Public Administration with a concentration in Urban and Regional Planning from UNC Wilmington.

Jason Hathcock, Captain, Fayetteville (NC) Fire/Emergency Management Department
Jason has spent 20+ years in the fire service and serves as a Captain with Fayetteville Fire/Emergency Management Department in the Office of Strategic Planning & Accreditation Division.  His division is responsible for the development and implementation of new and innovative programs, accreditation, records management, data analysis, CAD maintenance, ISO compliance, service contracts, and GIS.  Throughout his career, he has served at various levels in the fire service organization and has taught at local, state, and national levels on a wide array of subjects as they pertain to emergency services.  He is currently pursuing his BSBA degree in Business Administration and Law through Western Carolina University.
